Amendment 42 #
Motion for a resolution
Recital D

Amendment 51 #
Motion for a resolution
Recital E
E. whereas national capacity markets make it harder to integrate electricity markets and run contrary to the objectives of the common energy policyare currently needed to guarantee the security of supply and promote investment in the energy sector, especially in the case of energy islands; reminds that capacity mechanisms are subject to a case by case control which guarantees its compatibility with the objectives of the common energy policy, the electricity internal market and free competition;
2016/04/05
Committee: ITRE
Amendment 73 #
Motion for a resolution
Recital G
G. whereas national dutiesthe lack of cross-border cooperation, fixed prices, subsidies, feed- in priorities and lack of interconnectors prevent athe full functioning of internal market in electricity and thus delay the full market integration of largely CO2- frerenewable energy sources;
2016/04/05
Committee: ITRE
Amendment 92 #
Motion for a resolution
Recital H
H. whereas a medium-term increase in interconnection between thecertain Member States, subject to cost-benefit analyses, to 15% couldwill improve security of supply;

Committee: ITRE
Amendment 119 #
Motion for a resolution
Paragraph 1 a (new)
1a. Considers that the innovative elements which made necessary a new design of the energy market are: - Increased presence of renewables with market driven remuneration - Stronger integration of national markets through development of interconnections - SmartGrids development and new decentralised generation technologies, that will allow consumers to play more active role as consumer and producer, as well as a better demand-side management
2016/04/05
Committee: ITRE
Amendment 127 #
Motion for a resolution
Paragraph 2
2. Calls for the existing regulatory framework of the European markets to be adjusted to allow for a growing share of renewable energy sources; stresses that a new market design for electricity must promote sustainable and efficient electricity supply, through a stable, integrated and smart energy system;
2016/04/05
Committee: ITRE
Amendment 154 #
Motion for a resolution
Paragraph 3
3. Calls on the Member States to be more pro-actively involved in the design of a European internal market in electricity and to avoid undermining the objectives of Articles 114 and 194 TFEU by means of permanent capacity marketson the Commission to monitor the adequacy of national capacity mechanism to European legislation;
2016/04/05
Committee: ITRE
Amendment 187 #
Motion for a resolution
Paragraph 5
5. Believes that a European internal market in electricity is possible on the basis of stronger short and long-term price incentives; is aware, however, of the risks of unpredictable price surges and calls for meaningful pilot projects to be carried out before introducing prices that reflect the actual scarcity of supplies;
2016/04/05
Committee: ITRE
Amendment 203 #
Motion for a resolution
Paragraph 6
6. Calls for appropriate transitional periods, with detailed cost-benefit analysis, for all the proposals under discussion;
2016/04/05
Committee: ITRE
Amendment 236 #
Motion for a resolution
Paragraph 9
9. Supports the closer linkage of differing priorities in the national energy mix, such as wind energy with nuclear or with water reservoirs;
2016/04/05
Committee: ITRE
Amendment 259 #
Motion for a resolution
Paragraph 10
10. Notes that efficient network expansion, in particular through SmartGrids, is indispensable with a view to completing the internal market in electricity with a growing share of renewables; regrets that there are still large gaps in the interconnections between Member States, leading to network bottlenecks and significantly impairing cross-border energy trading; calls for the electricity interconnection objectives to be differentiated by region and aligned with the ENTSO-E ten-year network plan, as long as the minimum objectives set for the European Union are fulfilled;
2016/04/05
Committee: ITRE
Amendment 286 #
Motion for a resolution
Paragraph 12
12. Is sceptical of capacity mechanisms on the grounds of high cost and the riskStresses that although capacity mechanism imply costs in a certain degree of market distortions, and stresses thatthe aim of national capacity markets are subject to the EU rules on competition and state aidechanisms is to guarantee security of supply and highlights that they must continue to be subject to the EU rules on competition and state aid; believes that a stronger integration of national energy production and the reinforcement of interconnections could allow in the mid- term to reduce the need of capacity mechanisms and their cost;
2016/04/05
Committee: ITRE
Amendment 297 #
Motion for a resolution
Paragraph 12 a (new)
12a. Calls for regional system adequacy assessments which include interconnections, storage, demand-side response and cross-border generation resources in their analysis; they should include general economic viability checks of the technologies operating in the system to determine if it can be expected that the existing resources would (or not) remain operative;
2016/04/05
Committee: ITRE
Amendment 307 #
Motion for a resolution
Paragraph 13
13. Calls for national capacity mechanisms only to be authorised where a detailed analysis of the production and supply situation at regional level has been carried out in advance and a bottleneck has been identified which cannot be eliminated by less stringent measures such as a strategic reserveguided by a detailed prospective analysis of the system adequacy at regional level which should be based on a transparent, appropriate and stable methodology, by Member States and key stakeholders and should take into account national sensitivities and specificities;
2016/03/29
Committee: ITRE
Amendment 328 #
Motion for a resolution
Paragraph 14
14. Insists that national capacity markets should be open to cross-border participation when sufficient interconnections are implemented and should only cremunerate the capacity strictly necessary for security of supply;
2016/03/29
Committee: ITRE
Amendment 366 #
Motion for a resolution
Paragraph 16 a (new)
16a. Recognises that energy flexibility, and capacity are currently essential and should be properly evaluated in a future- proof market design as they are complementary elements;
2016/03/29
Committee: ITRE
Amendment 371 #
Motion for a resolution
Paragraph 17
17. Stresses that price volatility hais a signal; notes that although it has and guidance function in the electricity market and, can be an important factor in the efficiency of the electricity market operation it may not be sufficient for investors;
2016/03/29
Committee: ITRE
Amendment 387 #
Motion for a resolution
Paragraph 18
18. Notes that the expectation of future price surges canould create incentives for producers and investors to invest in production capacity, particularly in high- efficiency modern gas-fired power stations, urges politicians not to intervene in the market even in the event of large price surges and calls, in the medium term, for the complete abolition of regulated final consumer price; highlights nevertheless that it is necessary to make a detailed evaluation of the market functioning in the event of large price surges and; believes that a minimum level of regulated final consumer prices must be kept in order to facilitate the choices and transparency to consumers that are not prepared to assume risks;
2016/03/29
Committee: ITRE
Amendment 465 #
Motion for a resolution
Paragraph 22
22. Warns against mixing energy supply objectives with climate policy objectives; calls for the ETS to be consistently reinforced and the market to be redesigned with a view to greater flexibility, so that in future CO2 and fuel prices can give more support to the expansion of renewablesa more coordinated and holistic approach to RES development, taking into account the ETS, interconnection targets and energy efficiency to ensure RES investments are efficiently driven;

Committee: ITRE
Amendment 466 #
Motion for a resolution
Paragraph 22 a (new)
22a. Calls on the Commission to launch a study into new and cost-effective market designs with a view to ensuring that consumers receive reasonably priced electricity and to preventing carbon leakage;

Committee: ITRE
Amendment 527 #
Motion for a resolution
Paragraph 27
27. Stresses that greater consideration must be given to distribution system operators’ local and regional responsibility for the energy union; rejects, however, the unbundling of distribution systems beyond the scope of existing legislation, since the current rules have proved their usefulness and the consumer has a free choice of suppliers; highlights nevertheless that competition authorities must be extremely vigilant regarding vertically integrated distribution system operators;
