2. Welcomes the fact that - the number of late payments in the area of education and culture is decreasing, - something Parliament has repeatedly called for on previous occasions - and expects the Commission to continue its efforts to further reduce them

3. Requests the Commission to investigate whether there is demand for exceptions, - and if so, to enumerate them - under certain conditions, from the no-profit rule laid down in the Financial Regulation in order to allow beneficiaries to generate higher own resources without the fear that this might lead to a reduction in the support granted to them under EU co-financing;
