Urges the Member States, in the light of the Lisbon strategy and the need for action to keep the social security and pensions systems sustainable, to make more progress in shifting from a social expenditure to a social activation outlook and to attract and retain more people in quality employment, increase labour supplyfoster growth and job creation, modernise social protection systems and increase investment in human capital through better education and training;

Recalls that the core of European social models is solidarity between economically active and economically inactive people,the principle of solidarity and that they are primarily financed by work- related earnings, such as social security contributions or labour taxation; nevertheless points out that the ageing population will put serious pressure on the active work force; stresses that this could jeopardise solidarity and as a consequence European social models; stresses the significant importance, therefore, of rethinking solidarity, including finding a new, fair funding balance;

Believes that a decreasing work force will, if the present situation continues, lead to a decrease in the total number of hours worked; considers that it may be necessary to compensate this deveaiming at the correction of this trend, the emplopyment by increasing the hours worked by the remaining workers or reducing the number of people who work part-timerate of the potential workforce should be maximised;

Considers that the long term impact of immigration in the ageing of the population is uncertain as it depends on the behaviour of migratory flows, on family regrouping and on fertility rate of migrant people. Considers that immigrant people can lead to a better balance of social security systems if legally employed and therefore contributing to its financing;

Draws attention to the existing discrimination against vulnerable groups in what concerns access to and conditions in the labour market, which leads to lower employment rates and lower wages and therefore fewer opportunities for those groups to built up adequate pensions; insists on the need to provide equal opportunities for all;

12. Recognises that increasing public spending on pensions could be reduced by a Considers that a greater use of alternatives to State-funded pensions could be promoted. Observes that it is predominantly women who take care of children, and of dependent people, voluntarily or involuntarily under the pressure of cultural attitudes and social norms or of the poor quality or lack of childcare facilitiesand long term care facilities and therefore have more interruptions in their professional lives; stresses the need to compensate women and to provide them with real choices as regards having children, without fearing possible financial disadvantages or suffering detriment to their career progression; welcomes action by Member States to prevent and compensatione this situation;

Suggests Member States to discuss new methodologies for wage policies which could include higher incorporation of companies' results in employees' earnings through the use of schemes that mitigate inflation impacts. Considers that such schemes could allow for the canalisation of employees' extra earnings to special capitalising funds created by companies. Calls for a debate regarding tax incentives for companies to engage in those methodologies. Furthermore calls for a debate regarding a legal framework that regulates the access of employees to those funds in a gradual way throughout time;

Insists on the importance of preserving the values and principles underpinning all health care systems of the European Union, which comprise universal coverage, solidarity in financing, equity of access and the provision of high quality health care, notwithstanding the need for rational consumption of scarce resources; stresses the existing potential for both higher quality and financial efficiency of health services through the improvement of their organisation and provision, according to the principles of subsidiarity;
