Considers that social problems call for reflection, but that in the present circumstances what is most needed id action; considers that most social problems should be approached through local solutions, in order to deal with practical situations and problems; considers that, in order to be effective, such action calls for strict coordination and complementarity rules, which means a high level of cooperation between public authorities and social economy enterprises;
