Article 11 – paragraph 2 – subparagraph 1
2. When applying the waste hierarchy referred to in paragraph 1, Member States shall take measures to encouraghat ensure the options thatchosen deliver the best overall environmental outcome. This may require specific waste streams departing from the hierarchy where this is justified by life- cycle thinkingassessments on the overall impacts ofrom primary resource use to the generation and management of such waste.

Article 34 a (new)
Article 34a Waste Consultation Forum 1. The Commission shall set up a Consultation forum on waste management. 2. The objective of Consultation Forum is to support the effective implementation of this Directive and other EU waste legislation via activities including: - exchange of information about best waste management practices; - development of implementation guidance; and - providing advice for the further development of EU waste legislation. 3. The Consultation Forum shall be chaired by the Commission and be composed, in a balanced way, of Member States’ representatives and all interested groups concerned with waste management issues, such as industry, trade unions, retailers, environmental protection groups and consumer organisations.
