Emphasises that the systematic cuts made to these programmes by the other branch of the budgetary authority are unjustified and have a counterproductive effect on theonly become meaningful when linked with the negative assessment of programmes that affect development of a ‘'Europe for citizens’of citizens'; urges the Commission to provide detailed information about problems of content, execution or overlap in the different programmes subject of cuts;

Points out that the EU is currently mobilising all its resources, in addition to existing programmes, in order to support peace-building and reconstruction efforts in conflict zones, namely Georgia, Afghanistan, the Middle East and sub- Saharan Africa, and that it considers it unacceptable to trade existing priorities for new ones;
