Stresses that cutbacks in public services providing childcare have a direct impact on the economic independence of women – in 2010, 28.3% of women's inactivity and part time work was explained by the lack of care services against 27.9% in 2009. In 2010, the employment rate of women with small children in the EU was 12.7% lower than that of women without children, up from 11.5% in 2008;
