Rejoices atNotes the first reading agreement between the Parliament and the Council on the implementation of the European satellite radio navigation programme (EGNOS and Galileo) and stresses two essential figures of it, namely,which establishes that the Community is the owner of the system and its deployment phase is fully financed by the Community budget;
