Is disappoinNoteds that no additional financing for this programme has been proposed by readjusting the current Multiannual Financial Framework, and that the Commission estimates that this will leading to further delays, additional costs and possibly the loss of a ‘window of opportunity’; in that light, believes that FOC should be reached by 2018 at the latest, which would require anasks the Commission to consider what financial efficiency savings could be made from the estimated additional financing of EUR 1.9 billion and annual funding to covefor operating costs of EUR 800 million from 2014 onwards;
