Highlights that observer status in the Arctic Council is open to a variety of organisations other than nation states; calls upon the Commission to encourage regions which are particularly impacted upon by Arctic affairs, for example Northern Norway and Scotland, to play a full role in the development of the future of Arctic Policy;
