Calls on the President and the Conference of Presidents to give priority to the question of the composition of the working group proposed by the Commission and considers it appropriate that the European Parliament be represented in that group by the chairmen or rapporteurs of the Committee on Constitutional Affairs, the Committee on Budgets and two other committees with practical experience of oversight over the work of regulatory agencies;
