Takes the view that the ‘new challenges’ of climate change, the water managementeconomy, renewable energies and biodiversity weare not fully taken on board at the time of the CAP Health Check, and that they should be addressed through all the CAP instruments, not just the ‘second- pillar’ subsidiesbeyond the scope of the CAP and that funding for the relevant measures should therefore also be sought in connection with horizontal environmental protection policy;
