Whereas 2008 has been designated European Year of Intercultural Dialogue, which means that the European media have a particularly important role to play providing an eminently suitable means of expression and information for smaller cultural entities within society as a whole and for continuation of the intercultural dialogue during 2008 and beyond;,

Stresses also that the Community media promote intercultural dialogue by educating the general public, combating negative stereotypes and correcting the image projected by the mass media regarding social categories threatened with exclusion, such as refugees, migrants, Roma and other ethnic and religious minorities;

18. Asks the Commission to take into account the notion of community media and measures to facilitate their development in the ongoing reform of the telecommunication sector’s regulatory framework as well as in the future legislation of the media sector; stresses that the decision regarding digital dividend allocation and the more general discussion concerning radio spectrum management must be compatible with the principle of a universal telecommunications service, ensuring prompt access to a wide range of services, including the community media;·
