Calls on the Commission and the Member States to proceed with the implementation of a European legal framework (e.g. quality assurance and recognition of degrees and study periods) in order to establish the European Higher Education Area within its terms of reference as defined by the provisions of Articles 149 and 150 of the Treaty and fully respecting national competence in this area;
