Considers that discrimination can be regarded as one of the causations of poverty and exclusion affecting particular groups within society; considers that further progress must be made as regards implementing the European Union’s directives based on Article 13 EC Treaty on combating discrimination in employment; calls on the Commission to propose a horizontal directive covering all forms of discrimination based on the grounds set out in Article 13 in order to combat discrimination in other areas of life beyond employment;

Calls on the Council and the Commission to reinvigorate a clear strategic focus on the eradication of poverty and the promotion of social inclusion in the context of the Social Agenda 2008 to 2012 and; calls for a more explicit commitment within the framework of the next cycle of the Open Method of Coordination on Social Protection and Social Inclusion, to a new, dynamic and effective EU Strategy that would set meaningful targets and effective instruments and monitoring mechanisms focused on fighting poverty, social exclusion and inequality;
