Welcomes the increasing emphasis placed by the Commission on a policy ‘cycle’, with the initiation, impact assessment, consultation, enactment, implementation and evaluation stages of EU legislation being seen as part of a coherent process; believes in this context that ex-ante evaluation of new legislation should be improved and the ‘Think Small First’ principle should be a key element throughout;
