Believes that in order to ensure better conditions for job creation for the SME sector Member States must address the following problems, which are unequally present in different regions: skills scarcity and brain drain; regulatory burdens and regulatory uncertainty, including tax regulations; access to finance, such as a start-up capital; the motivation of the owner-manager to grow the business and to take some risks; access to new technologies and resources for more effective management; the shadow economy; and the de facto privileged position of multinational corporations (MNCs);
