Takes the view that the overhaul of competition policy is needed partly in order to meet the challenges posed by the digital single market, a sector which is changing rapidly, hence the importance of overcoming the current fragmentation along national lines and doing away with barriers to access to the market; recalls that a genuine Digital Single Market would generate growth in new sectors and create high-quality jobs;

4. Regards it as essential to guarantee fair terms of competition on the digital market and to combat the abuse of dominant positions and impose appropriate penalties for them; considers it important, in particular, to make the on-line research and advertising market more open and transparent, and regards it as vital to guarantee an open and neutral net, particularly by prohibiting any discrimination and restriction of Internet traffic, in order to encourage competition and competitiveness in the digital sector;

Welcomes the launch of investigations, and the fines imposed on operators who have infringed competition rules, and calls on the Commission to continue its efforts to promote a culture of competition which contributes directly to the better functioning of markets in the interests of consumers and businesses;

Believes that the development of e- government, in particular electronic public procurement, is an important factor in supporting growth, including as regards the participation of SMEs; calls, therefore, on the Member States to use all the tools made available to them by the public procurement directive for promoting European growth, and calls on the Commission to support all initiatives connected with the development of e- government;
