Is critical of the link made between the European Structural and Investment Funds, sound economic governance and the relevant country-specific recommendations; is opposed to macro- economic conditionality, which allows payments or commitments to regions to be frozen if the Council decides that the Member State concerned has failed to take effective measures to correct its deficit;
