16. Provisions of the budgetary surveillance framework established by the Treaty and in particular the Stability and Growth Pact apply to general government as a whole, which comprises the sub- sectors central government, state government, local government, and social security funds, as defined in Regulation (EC) No 2223/96; the Member Sates provisions of the budgetary surveillance framework established by the Treaty and in particular the Stability and Growth Pact of shall be updated to International Public Sector Accounting Standards.
