(12a) The importance of regional accounts in Member States with autonomous or regional governments is recognised, as well as the need to increase transparency at a regional level. Further investigation should be carried out into the feasibility of data being collected by Eurostat at NUTS level 2, by means of a detailed cost-benefit analysis.

(13a) The current rule that public sector companies are deemed to be "privately owned" if they receive more than 50% of their cost from sales can lead to inaccurate and unrepresentative statistics from governments. That threshold should therefore be amended to 100% in order to avoid unstable statistical information, large jumps in the reporting of government debt or deficit, and data manipulation.
