6 b. The European Parliament and the national parliaments shall be duly involved in the Semester in order to increase transparency, ownership and accountability of any decisions taken. In order to ensure an adequate involvement of the European Parliament, a procedural agreement between the European Parliament, the European Council, the Council and the Commission shall be concluded by 31 December 2011. That procedural agreement shall be reviewed every three years and amended if appropriate.

This is to be presented at an inter- parliamentary conference at the conclusion to the European Semester;
