Proposes looking into the establishment of one or more European funds for investment in trans-European transport, energy and digital networks which could be topped up by own resources in the form of mandatory contributions paid by users of those infrastructure facilities; states that those European infrastructure investment funds would be placed with the EU under Parliament oversight;
