Calls for the conclusion of an interinstitutional agreement between the European Parliament and the ECB, on a basis of full respect for the limits set by the independence of the ECB under Article 130 TFEU, and for a formal arrangement between the European Parliament and the ESM in order to ensure the fully-fledged democratic accountability of the latter’s activities, including those of the Troika; calls for this agreement to provide for the possibility of scrutiny of the ESM by the European Court of Auditors; calls for this agreement to provide for the ESM to be included in the supervision carried out by the ECB in the context of the banking union;
