8c. Considers that the EU and the Member States have a shared responsibility to promote the inclusion of the Roma as EU citizens with a view to enabling the Roma people to fully benefit from the incentives provided by the EU for all initiatives aimed at promoting their rights and the inclusion of their communities, whether in the field of education, employment or civic participation;

15. Recalls the provisions of the Free Movement Directive which give EU citizens the right to reside in another Member State, provided they are not a burden on the social assistance system; notes, however, that Member States should comply with the rulings of the EJC1, which have provided interpretation, for the purposes of the Directive, on the meaning of the expression "sufficient resources"; asks the Commission to develop in its guidelines a uniform interpretation mechanism for concepts such as "public policy", "public security", "public health” or "sufficient resources", which are often not developed in national laws and which could lead to problematical implementing measures incompatible with the fundamental right to freedom of movement within the EU;

Calls on national parliaments to become increasingly involved in developing the area of Freedom, Security and Justice; cooperation between national parliaments and the EU institutions should facilitate the adaptation of national legislation and practices when implementing EU law, and enhance communication with citizens, making them aware of the rights attaching to the status of Union citizen;
