Reiterates the need to substantially increase public and private investments in the development of sustainable low carbon energy technologies, as, alongside with the development of indigenous energy resources, they represent a great potential for a long term energy efficiency strategy; furthermore points out that the production of renewable energy should be linked to the necessity of ensuring the continuity of the conventional energy production, as a pre-requisite for energy sustainability;
