Calls on the Commission to implement the concept of a European upper flight information region, which is to form a 'Trans-European Motorway of the Sky', to overcome the difficult implementation of SES, in particular the functional airspace blocks, and to allow continuity of air services in the most vulnerable parts of the air space, while ensuring a proper deployment of the Single European Sky ATM Research (SESAR) project including by restoring the original Connecting Europe Facility (CEF) budget, affected by the establishment of the European Fund for Strategic Investments (EFSI);

Reiterates the importance of small and regional airports within the Union for regional connectivity; calls on the Commission to present a long-term EU strategic plan to address the challenges and opportunities for regional airports within the EU context, including state-aid rules for transport infrastructure and implementation of the Airport Charges Directive as their role in ensuring cohesion among EU regions should be promoted and become one of the pillars of the EU's growth and jobs strategy
