The Commission shall, by means of a delegated act, lay down detailed rules regarding the spending of the resources mentioned in Article 6. The delegated act shall be adopted in accordance with Article 24 and shall include detailed rules regarding the rules from this Regulation and Regulation [European Union Recovery Instrument] to be applied, the implementation through annual work programmes and the reimbursement plan.
