Notes that regions and cities have already shown their commitment to combating climate change as major contributors to the LPAA and NAZCA initiatives; welcomes initiatives such as the EU Covenant of Mayors and the Under 2 Degrees Memorandum of Understanding and believes that the contribution of such initiatives should be acknowledged and encouraged by subnational and national governments as well as intergovernmental organisations;

Underlines that effective adaptation planning and development requires solid information about future climate risks facing a city and about how this translates into physical and economic vulnerabilities; recalls that there are cities without specific climate risk information to inform planning, development decision- making processes at local levels, and that to achieve this requires a joint and comprehensive approach combining dialogue and partnerships which cross sectors and governmental levels;

7. Welcomes the Intergovernmental Panel on Climate Change’s decision to draft a special report on cities and climate in 2023, and c. This commitment will drive increased research on the importance of cities in combatting climate change. Calls on the Commission to take an active part in its drawing-up and to champion a multi- level territorial vision of climate action.
