Considers that the Commission could partly counter-balance the national governments by involving civil society as a stakeholder in the EU drugs–policy debate; considers, therefore, that the Commission will be less dependent on the official data reported by the national governments, if the Civil Society Drugs Forum can provide the Commission with accurate data, monitored at national level, consequently enabling the Commission strengthen the control at national level;
