2. Recalls that the Single Market (SM) is a key driver of growth and jobs; notes, however, that this potential remains untapped in many respects; asks, therefore, for better spending of the budget by providing adequate financial means for the SM in order to cover a clear set of priorities related to the real economy, whilst finding equivalent savings in other sections of the budget;

Asks for the financing, from reductions in other areas of the budget, of a new pilot project entitled ‘Consumer Empowerment and Education in the Digital Single Market (DSM)’, contributing to a large public education campaign to support consumer and business understanding and appreciation of the challenges associated with e-commerce; stresses that this should help citizens and SMEs comply with consumer protection law in the online environment; emphasises that, in a truly connected DSM, every consumer should be able to trust the safety of products purchased online; considers that better compliance with the rules would reduce consumer problems and benefit traders by avoiding problems with the enforcement authorities;

Emphasises that SOLVIT has proved its effectiveness in resolving problems affecting citizens; reiteraa good record of customer satisfaction when resolving problems affecting citizens; believes that more could be done to improve how governance tools operate together, to improve the awareness of such tools and to maximise value from the resources allocated to them; invites further reflection on the possibility for consolidation of these tools in future budgetary proposals; notes its support for budget line 02 03 04 on internal market governance tools;
