Points out that the internal market in the services sector has not yet been established; urges the Commission, in order to eliminate existing technical, administrative and legislative barriers, to expedite a review of the Directive on Electronic Signatures and create the necessary framework for the mutual recognition of electronic identification and authentication in the European Union;

Stresses the importance of the internal market in the field of public procurement and calls on the Commission and Member States to ensure that, by 2015, at least 50% of public procurement can be carried out electronically, in accordance with the undertaking given by the Commission and Member States at the 2005 e-Government Ministerial Conference in Manchester;

Reaffirms that the right to practise a profession in another Member State is one of the fundamental freedoms guaranteed by the Treaty and a necessary condition for a highly competitive social market economy, and calls on the Commission and Member States to lift all existing barriers to the free movement of workers;
