Considers it essential for teaching and research institutes to have access to broadband infrastructure to ensure the free movement of knowledge for the purpose of preparing the younger generations and making the EU competitive; calls on the Commission and Member States to develop European and national programmes to facilitate and provide funding for access to broadband infrastructure for all teaching and research institutions by 2013;
