1. The Commission shall establish a Union-wide list of projects of common interest. Within three months of the receipt of the annual reports, the Agency shall submit to the Groups, the Commission and the European Parliament a consolidated report for the projects of common interest falling under the categories set out in points 1 and 2 of Annex II, evaluating the progress achieved and proposing, where appropriate, measures to overcome the delays and difficulties encountered. The evaluation shall also include, in accordance with the provisions of Article 6(8) and (9) of Regulation (EC) No 713/2009, the consistent implementation of the Union- wide network development plans with regard to the energy infrastructure priority corridors and areas set out in Annex I.

1. To increase transparency for all stakeholders concerned, the competent authority shall, within nine months of the entry into force of this Regulation, publish a manual of procedures for the permit granting process applicable to projects of common interest in full conformity with the national legislation of the Member States concerned. The manual shall be updated as necessary and made available to the public. The manual shall at least include the information specified in point 1 of Annex VI.

Where relevant, the competent authority shall actively support the activities undertaken by the project promoter.
