Notes that, in considering the implementation of the budget for the 2011 financial year, as in the previous year, the European Court of Auditors focused mainly on cohesion and energy policies rather than on transport policy; stresses that transport policies are concerned with the development of the internal market, increased competition, innovation and the integration of transport networks;
