P. whereas the Member States shouldmust transpose directives in a consistent manner and adopt all new provisions relating to a Union legislative act jointly and at the same time in order to ensure that the transposition reflects the compromise reached at Union level, since poor implementation and compliance leads to distrust towards the Union and distorts the competition in the Single Market;
