Proposal for a directive
Article 1 – paragraph 1 – point 2 a (new)

Article 5 – paragraph 1 a (new)

(2a) In Article 5, the following paragraph 1a is inserted: '1a. Member States may let re-use of packaging contribute with a proportional share to the attainment of the targets laid down in Article 6 (1) (f) to (i). The Commission shall be empowered to adopt delegated acts in accordance with Article 21a in order to determine the specific conditions for contribution, including the proportional share. The total contribution can regardless of proportions never exceed a fourth of the targets laid down in Article 6 (1) (f) to (i).'

(2b) In Article 5, the following paragraph 1b is inserted: "1b. Member States shall attain the following targets for re-used packaging: (a) no later than 31 December 2025 an amount of packaging, corresponding to a minimum of 5% by weight of all packaging waste, will be re-used;" (b) no later than 31 December 2030 an amount of packaging, corresponding to a minimum of 10% by weight of all packing waste, will be re-used."
