Believes that, in the context of a changing world and an unprecedented crisis, Europeans, united by a shared destiny, need to be able to defend themselves and should recognise their joint strategic responsibility to take action on the international stage, and accordingly step up European cooperation with a view to ensure, as far as possible, strategic autonomy, by developing world-leading military and security capabilities using the most advanced technologies, including those which draw on the latest research;
