Underlines the warning of Parliament in its resolution of 23 March 20111 against establishing the permanent European Stability Mechanism (ESM) outside the Union institutional framework as this decision entails problems for the control mechanism of the institutions of the Union and it constitutes a high risk for the whole budget of the Union due to the fact that a part of the ESM and EFSF funds are guaranteed by the Commission's budget; 1 European Parliament resolution of 23 March 2011 on the draft European Council decision amending Article 136 of the Treaty on the Functioning of the European Union with regard to a stability mechanism for Member States whose currency is the euro (P7_TA(2011)0103).
