(1a) Acknowledging the contribution to human health of pharmaceuticals and at the same time considering that the pollution of water and soil with pharmaceutical residues is an emerging environmental problem, the Commission should, together with Member States and relevant stakeholders, work on a thematic strategy on pharmaceuticals to explore the options of source control measures.
