- Underlines that, given the division of competences between the European Union and its Member States, convergence towards truly European positions in international institutions can only be achieved if ownership is strengthened at both the national and the European level and full involvement is ensured through, amongst others, active involvement of national parliaments besides strong and sustained involvement of the European Parliament.
