A. whereas Europe’s health and care systems face serious challenges in the context of an aging society, higher life expectancy and consistently lower birth rates that are creating concerns about the sustainability of future provision of healthcare but, on the other hand, are creating new opportunities due to the emergence of new technologies;

13. Calls on Member States’ health authorities to make use of EU financing instruments, such as the Active and Assisted Living (AAL) programme that aims to create better quality of life for older people, the European Structural and Investment Funds and the European Fund for Strategic Investments, for the deployment of interoperable electronic health records at national and regional level which will enable citizens to access their personal health data for investment in building solid and reliable infrastructure which supports the digital transformation, and helps to reduce the digital divide between all Member States;
