(12a) This Regulation lays down the common provisions, scope and definitions on access to information, public participation in decision-making and access to justice in environmental matters at Union level. This is appropriate, contributes to providing legal certainty and increasing the transparency of the implementation measures taken with regard to the obligations arising under the Aarhus Convention.
