Calls for more effective implementation of programmes in the environmental sector, especially in cross-cutting areas which provide European added value, such as action to combat climate change, investment in cleaner and low-carbon technology, the promotion of energy efficiency and renewable energies with a view to achieving the renewable energy targets by 2020 and the promotion of green jobs, taking account of the gender dimension;

3. Calls for the relevant funds to be used for environmental disaster prevention and/or rapid reaction and calls on the Member States to speed up investment in prevention and in the rehabilitation of industrial sites and contaminated land, given the low rate of implementation;
