Emphasises that the Member States should further improve the education and training systems in order to better match the needs of the individual and those of the labour market, including by tackling the problems of basic skills (literacy and numeracy), promoting vocational education and training and measures to ease the transition between education and the labour market;

Calls on the European Commission and the Member States to promote access to education, training and lifelong learning for all, especially for people identified special needs, such as youth, low-skilled people, people with disabilities, migrants, older workers, ethnic minority groups and the socially excluded; and for workers in small and medium-sized enterprises, in the informal economy, in the rural sector and in self-employment;
