Considers that support measures for young farmers should also support newcomers, as they can be a renewing and valuable addition to European farming; notes therefore that support should primarily be channelled to new entrepreneurs rather than to those leaving the occupation; stresses that support measures for the taking-over of farms must not distort competition between newcomers on the one hand and farmers' sons and daughters on the other hand;
