Stresses that, if the goal of mobilising ICTs to ease the transition to an energy- efficient economy with low or zero carbon emissions is to be achieved, there must be universal direct access to ICTs; in this connection, points to the importance of making ICTs available under affordable conditions to less well-off consumers, in order to rationalise energy demand and consumption and thereby save energy and money;

Considers it essential for the Member States to agree, by the end of 2010, on a common minimum functional specification for smart metering systems, with a view to providing consumers with information on their energy consumption and enablhich encourage decentralised production and energy efficiency, with a view to providing consumers with comprehensive and relevant information enabling them to monitor their energy consumption at all times and to adapt it to their needs, thereby helping them to manage it asmore effectively as possible;
