Is deeply concerned that the EU is not on track to meet targets to reduce energy consumption by 20% as compared with the projections for 2020, owing to a lack of commitment and ambition on the part of the Member States; believes that binding energy efficiency measures should be complemented with a binding target on energy efficiency by at least 20% by 2020;

Welcomes the fact that the EU is well on track to meet its 2020 renewable energy goalsaccording to the recently submitted national renewable energy action plans, the EU is well on track to meet its 2020 renewable energy goals; warns that the actual achievement of the goals depends on the strict implementation of the action plans and calls on the Commission to closely monitor implementation and take corrective action where appropriate; is concerned about a possible reduction in future investments in renewable energy due to an unstable investment environment for the period after 2020;

Notes that tightening the ETS reduction target would lead to a further increase in electricity prices, which would be a major concern for EU industries and for consumers; notes that unless the most cost-efficient trajectory for the reduction of greenhouse gas emissions by 80 to 95% by 2050 is now pursued, the cost borne by industries and consumers in the future will be unsustainable;
