Congratulates the Croatian authorities on the positive results achieved so far, particularly with regard to the number of negotiation chapters which have been opened; observes that the pace of negotiations reflects progress in introducing the necessary reforms in each applicant country and that final accession procedures are conditioned by effective compliance with the Copenhagen criteria;

RConsiders that international confidence-building measures are a key element in the stability of the country and the surrounding Balkan area; recalls the need to ensure adequate implementation of the Constitutional Law for National Minorities (CLNM), particularly with regard to bilingual teaching in schools and bilingualism in public administration and the planned employment guarantees concerning the adequate representation of minorities within the judiciary and public administration;
