Stresses that the subregional partnership agreements currently being negotiated should be concluded and regrets the fact that some of those agreements are currently and for various reasons in a state of paralysis, but warns that, where there are unbridgeable differences of opinion, alternative solutions should be sought - without losing sight of the overall strategic vision - in order not to isolate those countries that wish to establish closer political, commercial and social relations with the EU;
